Director, Finance and Administration

Andrew Kironde is the Director of Finance and Administration at Makerere University – Johns Hopkins University (MU-JHU) Care Ltd, where he provides strategic oversight for Finance, Procurement, Administration, and Facilities Management. He leads initiatives that strengthen internal controls, enhance operational efficiency, and uphold high standards of accountability in support of MU-JHU’s mission to advance clinical research and sustainable health outcomes.

With over 20 years of progressive experience in managing complex donor-funded programs in Uganda, Andrew is an accomplished finance and administration professional known for his integrity, transparency, and results-driven leadership. His expertise spans donor compliance, risk management, and financial governance.

Before joining MU-JHU, he held senior leadership roles including Director of Finance and Administration at Bixal Solutions Inc. (USAID/Uganda Monitoring, Evaluation, and Learning Activity), QED Group/Q2 Impact (USAID/Uganda Learning Activity) and Population Services International (PSI-Uganda)/PACE. He also served as Country Finance Manager at SNV Netherlands Development Organization and held finance and operations roles at World Vision International.

Andrew has successfully managed donor annual budgets exceeding USD 20 million, led organizations to unqualified audit opinions, and guided SNV Uganda to recognition by the Institute of Certified Public Accountants of Uganda (ICPAU) as Best Not-for-Profit Reporter (2020 FiRe Awards). He has localized sub-grant management manuals in line with USAID and CDC requirements, strengthened partner accountability systems, and overseen seamless project transitions and closeouts with strong financial integrity.

He is a Fellow of the Association of Chartered Certified Accountants (FCCA), a Certified Public Accountant (CPA-U), a USAID-Certified Grants Manager, and an Affiliate Member of the Chartered Institute of Procurement and Supply (CIPS). He holds a Master of Science in Finance and Accounting from Makerere University.

Guided by an ethos of service and ethical leadership, Andrew is recognized for fostering institutional accountability and cultivating cultures of trust within complex donor-funded environments. His leadership blends technical precision with principled stewardship, ensuring financial decisions advance organizational sustainability and impactful research and program outcomes.
